I honestly prefer to buy my fabric and sewing supplies online for a few reasons:
Connecting Threads specializes in high-quality cotton thread and quilting cottons. Their fabric prints are unique and eye-catching, and they always have a clearance section to find affordable pieces. The regular priced fabrics are a little steep, but they always have an abundance of gorgeous sale fabrics to choose from. I have also purchased their threads, and I have noticed that my machine is more cooperative and happier when I am using their thread! It is awesome quality. They offer free shipping on orders over $50 and they usually have additional sales. I have also ordered sewing notions from them; they have a lot to choose from!
I have ordered numerous times from fabric.com. I love that they have a variety of fabric types and colors, and most all are pretty affordable. It is easy to navigate the site and narrow down your options. Shipping was pretty fast too, and it's free over $49.
Fat Quarter Shop
Fat Quarter Shop has a sale category with fabrics starting at $2-4 per yard, although most are a bit more than that. However, they have a lot of unique prints, and they have pre-cut fabrics! I love the layout of this site and the ease of navigation. :)
This is my favorite place to buy fabric of all, but of the few I am naming, be aware that it is probably on the higher end budget-wise. However, they do have plenty of clearance fabrics. What makes Hawthorne Threads unique is that their fabric designs are just dazzling. Check it out and see if you are not mesmerized by their stunning prints. They also sell Aurifil threads which are super high-quality and amazing! Everytime I log on here I start getting ideas of things I want to sew or redecorate. Be prepared to harness your impulses if you are a fabric fanatic like me. :)
Online Fabric Store
Online Fabric Store has a wide variety of fabrics, including oilcloth, quilting fabric, and apparel fabric. This site gives you free shipping over $50. They also have reasonably priced home decor fabric, which is hard to find. I actually ordered home decor fabric for my kitchen from them and was highly satisfied. I found a print I wasn't able to find anywhere else, so they definitely have unique designs. The site is really easy to navigate as well.
One more thing: Wawak
So Wawak doesn't actually sell fabric, but they do sell every notion and sewing supply you can think of at low, low prices, so I thought it was worth mentioning! They do sell muslin and interfacing fairly cheap, so I usually buy it from them in bulk rather than at the store. I have purchased Gutterman thread from them in bulk for much cheaper than anywhere, as well as zippers from well under $1, depending on how many you buy. I even ordered my Singer 9100 sewing machine from them and I am super happy with it.
